Which of the incomplete characters are the most complete?

Jane Doe Pre Build: Pretty happy with this build. I got 87 pen on her. ( ill most likely try to get a better disk 1 with AP rolls in it) When i get her weapon, ill have 404 AP (plus 90 from weapon minus 4 because piper has 4 more AP than jane)
